TD3200 Inventory Format

Columns 1-8:    Station number
        9-14:   Year-month
        15-18:  Element
        19-49:  Daily flags (days 1 - 31) as defined below
        51-74:  Monthly flags for each of the 8 daily flags--8 fields (8I3) for
                % present for each of the 8 possible values 0-7
        76-77:  Field for the greatest consecutive missing days (defined as
                daily flag not equal to 3) for the month.

Daily flags:

0 = no data
1 = invalid data
2 = validity not checked
3 = valid data
4 = valid data, TD3200 flag 1 = A
5 = valid data, TD3200 flag 1 = B
6 = valid data, TD3200 flag 1 = E
7 = valid data, TD3200 flag 1 = S

The tape format:  Record length = 77, block length = 7700, ASCII characters.
                  Tape has 3 files--PRCP in 1st file, TMAX in 2nd, and TMIN
                  in 3rd.  1 EOF (tape mark) between each file.
