This directory (pub/data/dat2inv) contains 17 files with DATSAV2 element
inventories for all WMO blocks in sequence in files 1 through 17.  The
elements included are cloud layer amount, height, and type (from additional
data section), snow depth, and minutes of sunshine.  Files 1 through 14 have
inventories for beginning of record through 1992, while files 15-17 have the
inventories for 1993-1996.

Format of inventory:

Columns 1-13, record #1:  station, year-month
Columns 16-60, record #1:  element names as...
  OBS:   total number of observations
  CLAM:  cloud amount
  CLTP:  cloud type
  CLHT:  cloud height
  SNDP:  snow depth
  SUN:   sunshine
Columns 16-60, record #2:  number of occurrences by station-year-month for
each element shown in record #1, if total for cloud, snow depth, or
sunshine element is greater than 0.  Note that 1 observation can have more
than 1 cloud layer report (e.g., 3 layers).  Snow depth is only reported
once per day for most stations that report it, and some stations do not
report snow depth when no snow is present.

Records 1 and 2 are repeated in pairs from beginning to end of each file.
